A Boston-based first US circuit court of appeals has declined to allow the Trump administration to implement an executive order tightening mail-in voting rules in 23 states. The court rejected the request to lift an injunction previously secured on 25 June by several Democratic-led states. This follows a lower-court ruling by judge Indira Talwani, who determined that key components of the Republican president's order were unconstitutional ahead of the November elections to decide control of Congress.
