Run flisk doctor before flisk up

Users should run flisk doctor before flisk up to verify machine capabilities for building and starting containers. The CLI provides specific fix instructions for failures, which should be followed without improvisation. Additionally, flisk resource api does not support Goose as a registered backend language. Supported languages include Python, Go, Rust, and Node. For languages without a provider, users must use --type bring-your-own with a custom Dockerfile, as Flisk does not deploy these configurations.
