Millions fewer people are receiving SNAP food aid. Is that a good thing?

Millions of individuals are no longer receiving SNAP food aid. Effective October 1, states are required to cover 75% of the administrative costs associated with SNAP, representing an increase from the previous 50% requirement. There are concerns that states may choose to reduce food benefits to offset these higher administrative expenses.
