Man arrested after setting off explosive outside NY federal building

The FBI arrested 43-year-old U.S. Army veteran Andrew Arrabaca on Monday after he allegedly detonated fireworks and ignited a fire outside a federal building in New York City. According to FBI New York Field Office Assistant Director James Barnacle, the incident occurred shortly before 9:00 a.m. EDT at the employee entrance of 26 Federal Plaza.
