Why my agent returns zero memories for new vendors

LedgerMind is an accounts payable decision agent that processes invoices by approving them, flagging exceptions, holding payments, or routing to humans. Its pipeline includes Invoice, Purchase Order, Goods Receipt, Memory Recall, Risk Evaluation, Decision, and Memory Retain. A critical feature ensures that when an invoice arrives from a previously unpaid vendor, the agent skips memory recall and returns an empty list. This intentional design allows the agent to handle new vendors without existing historical data.
