Vandals deface World War II memorial fountain with bubble soap, red graffiti in ‘deranged’ attack on DC landmark

The Interior Department condemned the attack, with spokesman Cody Sargent calling the perpetrators 'deranged losers'. Officials clarified that the bubbles were not part of a cleaning process.
